Funding for West Dunbartonshire council’s affordable housing supply programme has been reinstated allowing key housing projects to be completed, according to a new report.

It comes after the housing and communities committee convenor wrote to the housing minister requesting the reinstatement of the funding cut to the affordable housing supply programme.

West Dunbartonshire has been continuing to deliver “much needed new homes” and during the 2025/26 period has overseen the completion of 76 new homes and includes work with the Willox Park and Gilmour Avenue projects. 

On May 1, 2024 the Housing and Communities Committee agreed to declare a Housing Emergency in West Dunbartonshire due to extreme and unprecedented pressures facing housing and homelessness services.

This was despite positive achievements to help manage the housing need in West Dunbartonshire which included 262 households prevented from experiencing homelessness, progress in reducing the number of empty homes and the construction of new council homes at Clydebank East, Mount Pleasant, Pappert and Gilmour Avenue.

The delivery of these new homes is supported by the council’s buyback scheme targeting housing needs in West Dunbartonshire with a particular focus on larger family homes, 35 buybacks completed in 2025/26 with a further five currently under offer. 

A report being presented to members states: “The Housing Emergency Project Board (HEPB) continues to meet on a monthly basis since the housing emergency declaration led by the Chief Officer, Housing. 

“The HEPB agreed further progress will be made via existing governance arrangements such as Housing Improvement Board, More Homes Project Board and Better Homes Project Board and reported to the overarching HEPB.

“The first Housing Summit of key Housing and Community Planning stakeholders was organised in February 2025. 

“A second and successful Housing Summit was held on 2 February 2026 with over 60 attendees. Positive conversations took place on further collaborative actions and discussions for the coming year.”
